Admiral Bullock was a Starfleet officer, based at the San Francisco Headquarters on Earth. In 2375, Bullock's likeness was recreated by Species 8472, as part of their Delta Quadrant- based training facility, which they built as means to gather intelligence for future use against the Federation.
