Keel, an old friend of Captain Picard, arranged a secret meeting of four captains on Dytallix B. Keel gathered the captains together to discuss the existence of a possible conspiracy within the Federation.

Following that meeting, the Horatio imploded as it broke orbit, thus cementing Picard's belief in Keel's suspicions.
