Maxwell suspected Cardassians of rearming, despite a recent peace treaty — until he stood down after the Enterprise-D sent his former officer, Chief O'Brien, to reason with him.

Maxwell turned the Phoenix over to his first officer and Enterprise escorted it back to Starbase 211, where Maxwell was placed under arrest.
