Female captain of the Imperial Romulan warbird Khazara. Toreth was a political moderate and hated the Tal Shiar, who had murdered her father after he spoke out pilitically. Toreth's military credentials included a Sotarek Citation for defeating Klingons in battle despite the loss of half her squadron, due to faulty intelligence.
