On behalf of the Q Continuum, Q-"2" removed Q's powers in 2366 when the Q that often bedeviled Captain Picard was found guilty of spreading chaos throughout the universe. Still, "Q2" observed Q for a time after this, and restored Q's powers when Q actually committed a self-sacrificing act.
