Neil was an engineer and mercenary in the ill-fated attempt to steal trilithium resin from the U.S.S. Enterprise-D. Neil and his fellow mercenaries, lead by Kelsey, took advantage of the opportunity while the Enterprise-D was dry-docked for a baryon sweep. As tensions escalated, Kelsey killed Neil.
