The leader of a band of mercenaries who, in 2369, stole trilithium resin from the U.S.S. Enterprise-D's warp core while the ship was dry-docked at Akaria Base. Kelsey and her team, which included Devor, took advantage of the Enterprise-D while she was in dry dock for a baryon sweep. While attempting to escape in a shuttle, a trilithium explosion took Kelsey's life.
