A powerful conservative Bajoran upon independence after Cardassian withdrawal, Jaro was as a Bajoran minister and clandestine leader of the militant Alliance for Global Unity—"The Circle."  Jaro secretly used the Cardassian-backed Alliance in his effort to destabilize the newly independent world, unseat the Bajoran provincial government in a coup and install himself as the new leader.
