Starfleet officer at Lya III. In 2367, Admiral Haden ordered Captain Picard to enter Cardassian space and find Benjamin Maxwell, the captain of the Starship Phoenix, who went rogue by attacking Cardassian transports secretly transporting weapons. The previous year, Haden shared Picard's skepticism regarding Romulan defector, Alidar Jarok.
