Devor was a member of a gang of interstellar outlaws, who in 2369, during a baryon sweep, attempted to steal trilithium resin from the Enterprise-D's warp core. Devor intercepted Captain Picard when the captain returned to the ship to fetch his saddle. Picard overpowered Devor and left him in the ship's sickbay. Devor was later killed by the baryon sweep.
