Administrator of the security force running the Klingons' infamous Rura Penthe underground ice-planet gulag in 2286, in charge when Kirk and McCoy are sentenceed there for the alleged murder of Chancellor Gorkon. His injured right eye is lidded shut, with no cosmetic patch worn over it.
