The leader of the sentient, ambulatory plant creatures native to the planet Phylos on stardate 5554.4 (2269), when the crew of the U.S.S. Enterprise visited that world. Believing he was working in the best interests of his people, Agmar allowed himself to be manipulated into assisting Dr. Stavos Keniclius-5 in carrying out Keniclius's plan to create a race of genetically engineered soldiers to "enforce? peace throughout the galaxy.
