Senior officer stationed at Starfleet Headquarters who announced Bajor's acceptance for Federation membership in 2373. Whatley visited Deep Space 9 for the ceremony, but was was surprised when Sisko knew more about his son, Kevin, than he did. He was extremely disappointed when Sisko convinced the Bajorans to decline Federation membership.
