Sean very quickly identified this exotic item. Tara Hutchings from St. John's, Newfoundland was the first of many who quoted the dialog from the scene between the waitress and McCoy. McCoy orders Altair water...
WAITRESS: That's not your usual poison.
MCCOY: To expect one to order poison in a bar is... not logical.
Many people quoted the dialog - apparently from memory. Very impressive! David Maskell from LeRoy, New York was the first to identify the actress in the costume as Sharon Thomas, and noted that she is the mother of actor Dean Cain.
Chad Tutt from Barrie, Ontario offered the suggestion that this was "the garment worn by Captain Picard to the Vulcan Gay Pride Parade."
Other suggestions included Janeway's "Arachnia" costume from "Bride of Chaotica", Ardra in "Devil's Due", Elaan of Troyius, and the K-7 waitress in "Trials and Tribbleations".
