I'm going with the Borg Queen. Now that was.....creepy. Locutus, just......weird.

For me, Locutus worked considerably more than the Borg Queen as a "face for the collective".

The Borg Queen was an easy movie villain in my mind. She's essentially a Star Trek supervillain. The character may have worked within the context of "First Contact", but as for Star Trek on the whole, I think she butchered the core concept of the Borg - which had always been what made them so terrifying and unique. Having a single mind which orchestrates everything the collective does, cheapens and 'wussifies' the Borg to me. I think that an individual at the helm of the collective humanizes it (to an extent) and removes the force of nature element which had always been there before. I think there just could have been different, better ways to do a Borg movie.

Locutus is a better character, in my opinion, because he seemed less capable of separating himself from the collective in his thoughts. He obviously retained some individuality, but that was just in order to make assimilation more efficient. He was the collective's pawn, as opposed to the Borg Queen who was thier puppetmaster. On top of that, Picard was a character that we'd grown to know over a few years and, to a point, care about. This is a more interesting story move, in my opinion. The stakes seem so high at the end of the first part of "The Best of Both Worlds", largly, because Picard has been assimilated.

Despite what I said about the Queen, I do enjoy "First Contact", I think it's a solid film and Alice Kirge did a stand up job as the character.
