The size of the Federation Fleet

This is a question that's been bugging me for a while. I haven't found any definitive information on this; if there is, please correct me.

During the Dominion War, the highest number fleet mentioned was the 10th fleet. On another occasion, a fleet was mentioned to have roughly 120 ships, so if there were no higher number fleets and all had about the same number of ships, then Starfleet would have at least 1200 vessels, which probably doesn't include various ships engaged in other activities.

But look at the starbases. The highest number starbase mentioned was 834. Since most starbases had some capability of servicing ships, it seems unlikely that they would create a starbase to service 1.5 ships. Furthermore, most numbered starbases have admirals running them, meaning that unless almost every captain is promoted eventually, there would have to be more than 1200 ships.

Also, the Dominion possessed 30,000 warships at its height during the war. Say that somehow the Federation allies managed to win with 1/3 that many vessels, so 10,000. That would mean that the Romulans and Klingons would together have 8,800 ships. No matter how you split that, the Federation would have fewer ships than either of them, which doesn't make sense since on earlier occasions both the Romulans and Klingons backed down from potential war with the Federation (and their ships are better armed than Starfleet's too).

I realize that Star Trek does have canonical inconsistencies, and that I'm likely putting too much stock in randomly created numbers. So just think about it logically. How many ships would the Federation have to have in order for the Dominion to consider them a major threat? 3000? 5000? 10000? I really don't know, and would be grateful to hear your thoughts.

I've thought about this before.  In the movie, "First Contact," Picard told Lily that the UFP had over 150 member planets spread across 8000 light years.  And really, I would think that number doesn't count species that hold multiple planets.

IMO, it would seem logical that Starfleet would easily have over 100,000 ships spread across the entire Federation as well as areas they're exploring.  Of course, not all ships would be full cruisers like the Enterprise.  Some would be medical ships... and cargo... and transports... and tactical.... etc.

That's could be true. Considering that the Federation probably has 1 trillion+ people and thinking about the relative size of militaries vs. overall population in our own world, Starfleet would have plenty of people to run those ships. But unless there are multiple Starfleet Academies, and some ships have people of only one species (for biological or social concerns) I doubt that there are that many ships. (Think about it; Andorians are supposed to be founding members of the Federation, and yet, we've never actually seen Andorians in Starfleet. Sometimes on Star Trek they talk about ships with "all Vulcan" crews and whatnot. Perhaps other species have similar arrangments, and not everyone is assigned to multi-species ships) Unless this is the case, that would mean that most Starfleet officers are human, and that they alone would build most of the ships and that Earth, with several billion people, would have to supply most of the military, which makes 100,000 ships a near inconceivable estimate.
