Darwin Station: The exception to the rule?

It always bugged me that Darwin Station was allowed to continue.  By all rights, it should have been illegal, and such a large oversight by the writing team seems odd.  Genetically modifying human beings to make the "perfect" person was illegal, and was covered in Space Seed and Star Trek II regarding the Eugenics War.  Later TNG episodes, DS9, and Voyager covered it as well.


I'm not sure when or where, but apparently Picard mentions that it was the exception to the law.  Anyone take a guess what the exception was?  Was it ever brought up again?

It's been a while since I saw the episode, but I always figured that maybe it was illegal and Picard just didn't make a big deal about it at the time because of the pressing situation. After the cure was found the experiments were probably shut down.

As far as I recall, Picard NEVER said that Darein station was asn exception to the law.


and I dont think that station was ever mentioned again.I think the episode was just an over sight by the writting team.
