Should THE NEXT GENERATION have explored a possible
romance between Jean Luc and Beverly - at least in the
movies, as was done with Riker & Troi?

Or was it much more appropriate, the approach that
the show took? Was there even any hype, there?

One reason it didn't happen was because TNG often had it where events on one episode weren't really related to any other episode. TNG did that worse than the other Star Trek shows except for TOS of course. There were obviously exceptions though.
