I remember seeing a commercial about them finding a planet and watching the civilization evolve from space then I remember the narrator saying their technology would eventually surpass theirs and you see the planet attacking them with a missile. Anyone know which episode is that?

It's Voyager season something,maybe 6. Blink of an eye? It's quite nicely done, though problematic for the people living on the planet.
