In the western Holodeck program where all became data, who feels massive cheat about Warf beating many Data?

I think cheat, but do think it holodeck & accept juz cus' Diana say they all have android reflexes no mean it true.

No matter what Diana may have said I'm not sure that the characters that all acquired Data's appearance were also supposed to acquire his android strength, precision and skills as well. This is over thinking it anyway. This episode was supposed to be fun for Warf and fun for Brent Spiner (I like to think so, anyway).
