Rank pips of Sloan sect.31?

Last nite i was watching some DS9 on Amazon, and when director Sloan appeared in his Federation uniform. He had 4 pips like a Captain and a bar underneath,does anyone know what this is about??????

They never really say what it is specifically. I think they basically wanted to make sure you understand that this guy was something special out of the ordinary and was from Starfleet intelligence, and then you of course later find out he is in Section 31.

He introduced himself then as being from Starfleet Internal Affairs, so the bar underneath is probably Internal Affairs insignia. Four pips for a captain, so the director is probably a one star admiral.
