Is there a Star Trek book for medicine in Starfleet?  Kind of like a technical manual for doctors?  If so, what is it called?

The "STAR FLEET Medical Reference Manual" might be a good start for what you're looking for.  It shares a quasi-canon status with Franz Joseph's famed "STAR FLEET Technical Manual" in that it was a fan-creation (picked up by Ballantine Books for publishing after-the-fact) from which parts were used on-screen.
