shielded transporter beam

I just read in Kirsten Beyer's book The Eternal Tide that Voyager helped the Achilles transport 47 people via a shielded transporter beam, without dropping shields.  Is this a new development, or did she mean that the Achilles transported the people, while Voyager shielded the ship from the enemy?


If a ship can now transport people while (at least some of) its shields are up, that is a huge advantage!

The U.S.S. Defiant could tolerate a good pounding while using the transporters with shields down due to it having heavy armor.
