I don't really like Where No One Has Gone Before, I find it to be an irritating epsiode. But all opinions are subjective.

It's certainly one of the weirdest TNG episodes how they go to a different galaxy and then to the edge of the universe. I saw it in the theater last year along with "Datalore" at the TNG 25th Anniversary Event.

Best Episodes:
Skin of Evil -- It does a good job of exploring who Armus is. I still don't like the eulogy, however.
Heart of Glory -- Worf's first run-in with Klingons and it's a dark episode, but it establishes who Worf is.
Symbiosis -- At least it does something intelligent with drug addiction.
Coming of Age -- A good Wesley episode.
Worst Episodes:
Justice -- Horrible acting, and everyone just runs around naked.
Datalore -- Knight Rider did this script better when they introduced KARR, that's how bad it is. Cheesy dialogue and traditional character arcs. Though I did see it in the theater.
Haven -- It has so much promise, but the scenes in the dining hall are overacted and cringe-worthy. When I need a laugh, I watch Haven.
When the Bough Breaks -- Of course they want the kids! They beat you over the head with it. It's tedious and the acting from the children is unbearable.

Its stories are about the depth and complexity of human interaction and relationships. It studies us and asks us to look within ourselves, to relate, to ask how would we respond to all that is in their world?

Perhaps even more than most people realize. I recently watched The Last Outpost, and noticed that when Portal confronted Riker, the Ferengi changed places with the camera angles. When Riker was looking to stage left and we could see him & Portal, the Ferengi were behind him & to his right, but the closeups of Riker showed the tops of the Ferengi's heads, showing (barely) that they were in front of him.
