Sorry but your baseing your assumptions on facts not supported by facts.
Reporting from DS9 was not always "easy", even in the best of circumstances.Comunication were often a problem due to incompatible tech, wormhole interferance or other phenomnom.Not to mention that they were in the middle of a heated war. if he was okay. Missing two days in a row wouldnt have raised an eyebrow.
BTW, Sloan was only out of touch for a few hours before he died.And I dont see an issue with Bashir possibly filing a death certificate.
Knowledge of Section 31 and the genocide plot did indeed go at lease "SIMI" public......it was mentioned in 2 of the last episodes that the Federation Council debated giving the cure to the Founders, but decided that doing so would strengthen their hand and might help the Dominion with the war.
So if the fedaration counsil know about the plot it stands to reason that so did the up-ityStarfleet brass.
And yes,like you said,several people have indeed caused explosions on DS9... Kai Winn at the school, Garak at his shop and others..............NONE of which were Fedaration citizens or oppitives.So its no wonder it caused no issues between the Federation and its allies.
On the other hand, a fedaration oppertive doing the same would certinly raised eyebrows with many.....as we have seen in the past.
