This came up as a poll on the right hand side of the board - i think it's a great question

I put Sulu, i guess because he did make the step up and seemed to mature well from his sword-fighting days

Spock might seem the best answer from some people's view but all i can say is 'remember Galileo' and that i think he was always better placed as a first officer.

Probably not a great captain but sulu's Entiprize would be very sexy: all people in the bridge other than him being young asian women saying yes sir, and his one big-breasted white gf sitting on his arm rest

But if Data would have made a good capt. against Tasha's daughter's forces, then so would Spock, but I happen to know the director of ST II WoK believed Spock was logic and bones emotion, so you wouldn't want just logic, even though Data did fine with his very little emotion or no emotion I can't remember when it took place because at first he was the tin man who had it but didn't know it, then after the chip was made he had none; but technically Spock comments in The Trouble with Tribbles that he knows all about human impulses, he's inundated by them all the time, but has trained himself not to act upon them, so if being forced to be the once making the decisions, he would "logically" be able to let those human sides out that would logically best suit the situation
