i don't remember which episode it was in but troi is standing in front of her mirror asking the computer about her appointments for the day and the computer states that her only appointment that day is with an ensign janeway is this captain janeway at the beginning of her career?

No - Kathryn Janeway never served on the Enterprise.

The Ensign Janeway mentioned was in the episode, "Man of the People."  Here is Ensign Janeway:

If they are related, it's not mentioned in the episodes.  Kathryn did have one sister.

Well, that's interesting!  What if Kathyrn's sister, or one of her other relatives, was the ensign on "Man of the People"?  Starfleet was a rather small world, with a lot of relatives!

I dont think the Ensign Janeway in "Man of the People". I think it could be either a relative or even Capt. Janeway's sister.

Captain Janeways sister didnt join star fleet she was an artist wasnt she?

yes she was an artist with a family before Kathryn left for the badlands.
