Romulans as a species, but i don't think we've ever had that great romulan villain yet. certainly wasn't nero.

It could've been either of the Romulan commanders from TOS, but we only saw each of them once.

I love Romulans too but they did them in a sketchy way,(with horrible uniforms I might add) and Nero was a an ill attempt to create a Khan kind of villain that wasn't very convincing. I'd love to see a Romulan that can measure up to the great villains of DS9

There have been some great villians but some that stand to me:
Chang-loved the very polished, officer style of this Klingon
Romulan Commander from "Balance of Terror" much more of a honor driven character with more going on beneath the surface
Dukat-great foil against Sisko and a very complicated character.
Nero-underrated, in my opinion, as this is one of the first truely insane characters who presented a threat to the Federation.
Species 8472-not villians in the classic sense, but certainly a threat.
Khan-while not my favorite, Ricardo Monteban makes him the most memorable villian for many. He deserves mention here.
I always list my top three as Chang, Nero and Khan.

OK, All of the villains mentiond are right up there with high levels of deviousness! However, 3 immediately come to mind... First, Dr. Tolian Soran, 'the man who killed Cpt. Kirk', and of the famous quote: "Time is the fire in which we burn." He was absolutely relentless in his pusuit of the Nexus! Next, Armus, the ooze-like lifeform on Vagra 2 that killed Tasha Yar. It was quite hateful and vengeful! Lastly, (although there are many more), I'll give 3rd prize to Q, who introduced the Federation to the Borg. Nice! Of course, the list goes on-and-on,... Khan, Yarnek, the Gorn Cpt., The Borg Queen, etc! Great villains, one and all!

Since he is considered a villain I'll say Dukat. He wasn't really a villain though, he was a victim of circumstance and the miserable Bajorans. The Bajorans would be my favorite villains if they possessed any redeeming qualities.
