Dukat by far is my favorite reoccuring villian through the Star Trek series. If we're talking about movies however there's no doubt it's Khan.

1. The Borg


2. The Klingons


3. Khan


4. Gul Dukat

honestly, i would have to say Daniels, cause, even though he worked "for the Federation" he still did bad things.

Dukat is one of the most multi-facted, conflicted villians ever on a television series.  So he gets my vote too.
