Let face the Vuclan must advance major power in Star Terk universe during before the UFP. Were did all that techology go. They still build starships until at least.

I figured that most - though not all - of their fleet was disbanded after the formation of the UFP. We did see three Vulcan Apollo-class starships in TNG "Unification", so they apparently still have ships after ENT.

I just assumed that the Vulcans, Andorians, Terrans, etc. retained their own fleets for quite a while. That would explain the big deal of Spock serving in Starfleet. After all, in Court Martial, the Menagerie, and others, he is referred to as Half Vulcan(ian) Science Officer Spock. However, (albiet a century later), in The Drumhead, Worf is not referred to as Klingon Security Officer Worf, and that poor crewman whatshisname is not called Quarter-Vulcan (later Romulan) Crewman whatshisname, despite the fact that his race is an important factor. Also, in The Immunity Syndrome, Spock talks about the Intrepid as a starship with a Vulcan crew. I think that this tells us that at least up till the TOS film era that there were separate fleets for different governments. That would also be another good reason for Sarek's anger at Spock. Also, I have a feeling that Cochrane's warp drive was somehow superior to other warp drives, seeing how basically every race in the Alpha-Beta Quadrants (Starfleet, Klingons, Romulans, Cardassians, Ferengi) had two-nacelled starships, as opposed to the Vulcans' ring (although you see some elements of this in the Romulan D'Deridex, and the Apollo-class) and the Andorians' stack designs. There was of course further refinement, but there's technological refinement between TOS and TNG too.

onnly klingon battle crusers had 2 nacells, the birds of prey had rear engines

The BoP did have two large bumpy things mounted above the wings. I always figured they were nacelles.

Not based on how its been depicted.Many times, when he see a BOP enter warp, the back engines lite up brighter, much like the naccells on the Enterprise D.
