According to the book Star Trek: Star Charts by Geoffrey Mandel which came out in 2002 United Earth was establised in 2113, let's say Earth Starfleet was founded the same year

I dont think an exact date was ever given in the series.

Those outside sources are subject to change on a dime. One of those books used to say that Andorains had no ears and an a partial exoskelleton.

Trip said in the pilot that "Starfleet hasn't been around too long" as of 2151. Exactly how long it has been around is unclear, but it was formed sometime prior to 2143 (as we saw in "First Flight").

According to most sources, the UESPA came first. This was a purely civilian, exploratory body with unmanned as well as manned missions. Starfleet came much later, when a military arm of the organization became necessary in the opinion of the powers-that-be in United Earth. Best guess would be ~2130.

Agreed. Archer says sometime (I think it was Fortunate Son) that he considered being on a cargo ship before Starfleet was chartered.
