Yes and yes, both from DS9. They basically take whatever action is necessary to protect the Federation, no matter what it takes and who gets hurt. They answer to nobody.

A lot of elements of Section 31 will always be a mystery (with luck), and this is the way it should be.

S31 isn't authorized by the Charter. Sloan was referring to Article 14, Section 31 of the Starfleet Charter that allows for extraordinary measures to be taken in the face of extreme threat. They probably get their resources from sympathizers and/or members in Starfleet.
