but they do. picard may say they don't in First contact, but in Encounter At Farpoint, Crusher is looking at fabrics, purchases it, and says for the guy to charge it to her account. So, they must have some kind of currency.

IIRC Starfleet pays for its' construction through the pooled resources of "The Federation of Planets", I don't think we could translate its cost to US $. I would hazard a guess that it would be along the lines of a brand new light cruiser for the US Navy.

The Federation does not use currency, but other alien cultures do. See "Random Thoughts" of Voyager... Janeway is "unfamiliar with handling currency".
