When she was a drone, she had no hair, and the Doctor and stimulate her hair folicles when she was freed from the collective. Do you think she was completely hairless? Did the Doctor stimulate all of her hair folicles?

No Id say she was hairless down there no point stimulating something that she would not want stimulated and that would only waste time and resources . Id say it was just her hair folicles on her head that he stimulated .

Some how by "Legs" I don't think you mean "Legs"
and no, I don't believe anyone shaved thier legs. By then, their would be some function built into the sonic showers for the removal of body hair.
In spite of Riker and Truis romantic little bubble bath in Inserection, I can't conceive of any reason that they would be usine centeries old technology for peronal hygiene. That would be like us trying to shave with a really sharp rock.

Would it matter?
In any case, in children, hair may grow on their head without any appreciable hair on their legs so the former can exist without the latter. Even if internal chemistry were altered such that hair growth was restored after having been altered to cause it to stop, might hair even grow on the legs at all?
It is assumed that by "shaved" you mean removed hair whether with a razor or not, since one can shave without use of a razor even today. One can also permanently suppress hair growth with a one time lasic procedure. This may be the norm in that time period.

Judging by the fact that she always had her hair perfectly kept, I'd say she might. Or at the very least the Doctor would be on her to make sure she followed social conventions.

No she didn't'.
Species 4356 had developed a technology that removes all body hair, and prevents it from ever growing again, and when they were assimilated it became an integral part of her biomatrix. When the EMH removed some of the Borg components, he, wisely, decided to leave that component intact, modifying it just enough that her head hair, and, of course, eyelashes and eyebrows, could grow normally.
