what I meant Is/was I didnt understsand how you were useing it.
The way I'm acustomed to it being used is more like how Martak became Klingon high ruler, meaning he wasnt after the job in asny way.
From how I remember Torres, she wanted the job, but didnt want to try out for it becasuse she felt Janeway would never ackowlide her skills.

What I mean was O'Brien Could've said No or Yes.... B'Lanna I mean She could say no but it wasn't really a choice..... That's what i meant by Fosited

The Acadamy wasn't around for Tripp to go through and Scotty, as evidenced through the New Star Trek movie, was a natural born engineer light years ahead of his instructors. She was a compitent and talented engineer, but she was not the best. She was not even close.

Dunno actually! I have a hard time deciding between...well all the engineers. Scotty has to be my favorite, so no I wouldn't say B'Elanna is the BEST engineer. (close, though.)

My thought on it too. I do not think she is the best starfleet engineer, because she never finished the academy,... and she lacks the knowledge of protocol... But then ... many engineers have never bothered with protocol.
I recall Scotty say at some point "Ha do not bother with the safety-protcols,... I wrote the manual."... Because what they were doing (dont recall what), they had to bypassed the safety margin that was in the manual.
Overall, I think Chief Obrien is the best engineer. Partly because he is a selfmade man! He did repair a communication-array during the Border-wars with the Cardies,... eventhough he at that time was not an engineer yet, but an infantry soldier.
So Obrien will get my vote.
