They all add to the TNG experience, but the one that is expendable, and that I don't really care for has got to be Dr. Pulaski.

Deanna Troi. Good God is she annoying. Tasha Yar might have been it, but she was thankfully killed off.

Oh my, how possibly can you 'hate' a fictional character? Besides, every single one is just important and without them the show would not be the same!
I think those who hate Wesley do it just becouse "everyone does it" and "everyone knows how annoying he is".
Some told they hate Lwaxana not even being able to spell the name properly.
If we would hate every annoying person we would end up hating nearly everybody at some time..

Hate is a vile emotion, and the cause of many wars with needless deaths, throughout countless centuries. However, I believe the word dislike is much more appropriate and fitting. For me, I would have to say Counselor Troi. Always meddlesome, bereft of bridge dress protocol, and far too inquisitive of the Captain. I have to admit, on a darker note, that whenever episodes such as "Clues" and "Violations" (both TNG) were shown and she was temporarily incapable of her abilities, I was smiling.

Everything my friend. If it were not for her inpathic powers, she wouldn't be as "decent" a counselor as she was in TNG, and she bogged down Captain Picard, who in the midst of a crisis, shouldn't be waxing political by explaining the merits of his decisions. A captain needs counsel not counseling, if that happened then every commanding officer in every series would question their endeavors after the mounting of so many critical and life-altering decisions, see Mr. Kirk post "The City on the Edge of Forever" (TOS) or Captain Archer after "Similitude" (ENT).

Q, hands-down. I think the only episodes of TNG that I haven't yet seen all the way through are ones I turned off the minute he appeared.

As for the most "hated" character: Polaski. She is smug, pushy, and closed-minded in some episodes while being irritatingly thoughtful and understanding in others. I'm telling you, there is something draining about multiple personalities.

Hate? Yeah wrong word... there were some annoying characters on TNG to be certain. Even they had good elements though.
Wesley Crusher... ugh. "Shut up Wesley!"
Deanna Troi... beautiful woman, but dang she just states the freaking obvious all the time. When she's not giving out terrible personal advice or crashing the ship into something.
Doctor Pulaski... freaking harpy jerk. Rude, obnoxious and inheritly racist against Data.

Kosinski, was it? The supposed 'warp-field' specialist from season 1. I disliked him but I think that was the point. I really don't understand how such an arrogant, untalented gimp became any kind of officer, let alone a 'specialist'. I wasn't keen on The Travellers droning. boorrring voice either. Thank god that guy didn't get the part of Data, otherwise I might have to put Data as my choice.
