Peter Durst (an operations officer) was a Lieutenant when he died in "Faces". We don't know what his position was, but it's possible he held a position that Harry could have taken up after his death.


There were also tons of operations officers killed during the run of the series whose ranks are unknown.

Well, Harry was kind of a "floater" too, wasn't he? When he wasn't on the bridge or off-duty, he was wandering the ship looking for things to fix.

Harry did distringuish himself on several occasions, and after 7 years he certainly deserved a promotion. What annoyed me was that he was always present at those discussions between the captain and senior officers. If he is present on such occasions he is surely trusted enough by the captain to gain a promotion.

harry kim came off as a child like man..he wasn't as strong like theee other leading men... him and paris were best buddies playing their captain proton, an indication of how child like they were!

Well, if you read all the pieces about voyager, it becomes clear that a lot of normal personell was not aboard because it was only a short 3 week mission, that's why a lot of officers aren't there (maybe a chief petty officer to?). Also Harry asked for promotion and mentioned he would have been a liuetenant already back on earth... Except for B'elanna nobody promoted during the show, but for her the former chief engineer was demoted...

yes, but he already was (as you can read above) and got demoted and then got promoted back again.
