Ah, I see. I don't know if you can view your items from the "Buy" tab, though others can.

Something minor I noticed - even though I've been getting promoted, the rank isn't showing up on my avatar.  Is there something I have to do add it?

I noticeed that I was given the "Support Drone Fabrication" ability, but after I used it a couple of times, it is no longer available.  Does anyone know what I need to do to enable this again?  Power, etc?

I don't think it's taken off sale; I've sold things that were in the Exchange for a long while.

I'm not sure what you mean by "showing up on your avatar". Keep in mind that a "promotion" only happens every ten levels (10, 20, 30, etc).

That ability is unlocked by Engineering characters at Commander 5 (level 25). If you're not there yet, you probably had it through a Kit. Re-equip that kit and you should get the ability back.

Press "U" to display your character/ship/boffs and their equipped accessories. To add something, drag an item (ex: a kit) into the appropriate slot.

It's part of a Kit. Mouse over different Kits to see which ones give you the "Support Drone Fabrication" ability. (I unfortuately don't remember which one it is, and can't find it on STOwiki).

No, Kits don't get used up. You probably un-equipped it by accident at one point.

EDIT: Something else just occurred to me: next time your character is on the ground, look at the far right of your toolbar. There will be two buttons: one for resetting the look of your toolbar, and one for dragging your tools around on the toolbar. Click the latter, and you'll get a list of all the ground items you can currently use. Maybe Support Drone Fabrication is in there. If so, drag it into an empty slot on your toolbar.

It's in my toolbar, but when I click on it, nothing happens.

I was wondering if I could move tools around.  I'll have to try that.  It drives me nuts that everytime something changes (like I get a new cruiser, all the buttons change.)
