In two of the movies it took 3 officers to activate the self destruct sequence.
In two of the series it took the CO and XO together but on Voyager all that was required was Janeway.
What's the deal with that?

It must be a threat based system set up in advance based on the liklihood that a self-destruct sequence is needed.
In the movies, the ship mostly comes out of a status where it is not likely to be in a threat scenario. Although that doesn't really apply in First Contact. Apart from that this explanation makes sense.
In a regular space voyage to seek out new life the threat is slightly greater so the setting would potentially be less restrictive 2 officers instead of 3.
And in the Delta-Quadrant you never know when you'll have to blow the ship and get out of dodge.

the writers fuked everything up. just keep it consistent. First officer, captain, and second officer to initiate self destruct. I mean in nemesis picard activated self destruct by himself. There's no consistency.

You know that's my biggest problem with Trek, mostly VGR and ENT, is their unfathomable unwillingness to remain consistent with limitations or character information.
If this weeks story requires you to negate something that has been established throughout Trek history, not once twenty eleven times, so be it.

Maybe the 3 Officers vs 1 has to do with the ship class. In STIII & First Contact they were on flagships while Voyager was essentially just a science vessel. Just a guess though.
Are you sure it isn't time for a colorful metaphor?

THe inconsistencies are typical of fiction. Similar things happen in all sorts of literature, including some mainstream works. No doubt the authors don't plan for this, but the reality is that we get some disconnects, like the ones in the self-destruct protocols.

It's all got to do with coolness of voice and gender, you see, the computer is sexest towards men, so Janeway got in for free, the others, it all had to do with how cool the voice pattern sounded to the computer

I would think that something as serious as self-destruct would require more than one voice authorization. Three seems like a resonable amount, or even just two (like the missile keys on a nuclear sub).
