Yep he turned it down and listened to some Kirk advice. What do you suppose he wanted to do instead if he was no longer a captain? Archaeology perhaps?

I would never promote Picard if I ere an admiral. He has shown an inability to follow orders over the last few years and an inability to remain detached from the situation and think of the good of The Federation.
Add this to the fact that commanding a ship is where his abilities are best used and you have a guy who will never be promoted.

It's weird that people think that the natural progression of things is simply to "get promoted."
Promotions to high ranks (or positions in companies) are VERY difficult at those levels because it's a mix of:
1. limited availablilty of opportunity
2. desire of the individual
3. appropriate mix of skills and competencies

It always somewhat annoys me that people do not seem to understand this... it is as if they seem to think that promotions are awarded like a child gets a sticker for good behavior. It's just not that simple!

In a million years, I can't think of Picard enjoying a desk job as an Admiral. The only place he wants to sit is in the captain's chair, and I don't think he'd like it any other way. Can't blame him!

In the books he is offered an Admiral position and still declines. Even with him starting a family he still says no because of what Captain Kirk had told him in Generations! So I say he is an explorer and can not be put behind a desk!

Picard is just too good of a captain... It would've ruined everything for him to have become an amiral... Because, when you think about it, the writers had to do what was best for the show. Besides, it's a great honor to be the captain of the Enterprise... I wouldn't give that up for a desk!!!

I think JLP was waiting for Starfleet to recommission the Stargazer...of course they would have to update the auto-destruct and install saucer-separation technology to meet his needs...

I believe Picard was offered a promotion in season 1 (granted it was in Conspiracy, and was intended to make him vulnerable), but he turned it down because it was simply not for him. He figured it out before meeting Kirk. He was best as a captain, and would have hated being stuck in one spot. Much like Riker, who passed up 3 offers: Drake, Aries, Melbourne, and chose to revert back to commander after becoming captain, and then retrieving Picard from the Borg.

Because he was so annoying. I can't stand Picard. He never thinks about the other side of the puzzle. Once he's made up his mind, no one had bettered challenge him.
