Yes I do believe it was Tuvok as well.

Are you sure it isn't time for a colorful metaphor?

Of course lieutenant Commander Tuvok was second officer just like lieutenant Commander Data, How long you been watching ST vulcan7 and Falstrai, sounds like a trick question or spam, but lousy, or am I wrong...

Correct - Tuvok was the 2nd officer and took over when Janeway & Chakotay were bitten by the insect and got a virus in "Resolutions".

It is Tuvok.  I can't remember which episode (was it Caretaker?) where Janeway apologizes to Tuvok for making Chakotay 1st Officer instead of him, who was next in command when Cabot died.

A ship that small would not have a three-man command team.  However, if it did, technically, it would have been Tom Paris, though in reality, Tuvok filled the role.

I would definitely have to say Tuvok. He had the most seniority and was the hishest ranking officer behind Janeway and Chakotay.

Yes, I would go with Tuvok.  Notice on the episodes when both Janeway and Chakotay leave the bridge Janeway says, "You have the bridge Mr. Tuvok."

By this point, I don't think there's any doubt.

Tuvok was of course the first officer. Chakotay has a conversation early on with Tuvok on that episode where the chip is getting bended and twisted by some anomaly. As they await the end in Tom's holoprogram, Chakotay takes Tuvok asside and acknowledges that it must have been difficult for Tuvok to be passed over for the first Officer position.

It is only logical.

Since Tuvok is in secuity and not command, he would not have been a legit second officer until promoted to Lt. Commander in season four (because once you hit the command ranks, it doesn't matter what department you're in).  Tom Paris would have been next in line until then as the highest ranking command officer.

However, the situation wasn't typical, and it's understandable that Tuvok would take the role on.
