Why didn't Enterprise E have transwarp?

So at the end of First Contact we see the Enterpise E reverse engineer Borg tech to travel back to their own time. Sure, we aren't supposed to think much about this, but my assumption is that this time travel tech is related to their transwarp tech, no? So why didn't Picard's ship (or other Federation ships post-FC) have any Borg tech? Any explanations given in books?

The timetravel technique had no relation to the Transwarp drive. It was "chronometric particles" that the Borg sphere generated to create a "temporal votex."


One wonders if the real question should be, "should the Enterprise-E have a bogus technobabble generator?"

This is very easy: because they do not have information how make trans warp drive.In 23-century they was want make this drive,but can not.U.S.S."Voyager" use trans warp hub.Captain Janeway give Federation planet information about technology from Delata quadrant.i mean,what in future Federation will be create trans warp drive.

On a related note, why didn't the ship have ablative hull armor and transphasic torpedos? I suppose you could chalk the torpedos up to being forbidden by the treaty with Romulus, but Voyager brought back ablative armor that seemed easy to install.
