The thing I remember the most, was when Dukat watched his daughter die. I felt really bad for him and cried. (not trying to be a debbie downer bear with me). And then we saw the dance between Dukat and Sisko and learned how evil Dukat truly was.

Dukat hands down in my opinion best and most complex villain in Star Trek.
