Okay, I got this idea from another thread that asked if Kirk could have or not appeared in TNG. That got me thinking about HOW exactly one might accomplish that. After all, it happened with Nemoy. So lets's put some context on this question and say, your a writer for TNG and Rick Berman tells you his looking for ideas on how to write William Shatner into a TNG two-parter. I'd like to hear if anyone else has or has had any ideas on how to approach this. Also, this would be BEFORE Generations. So feel free to go all Scotty-asking-for-Jim-Kirk on this.
I gave it a lot of thought and came up with this: An enemy of the Federation, looking to create chaos from within, creates a duplicate of Kirk to work as their agent from inside. The clone anounces to the Galaxy that he is the real Kirk, still alive after originally disappearing years ago during his retirement. The actual Captain Kirk would have had mysterious end (much like Zefram Cochchran) after retiring from Starfleet and serving a term as Iowa's Mayor. Now it is never said what happened to actual Kirk, that is left up for the viewer to ponder, but fake Kirk proceeds to subtlely do blah blah bad things to Starfleet. Blah blah Yada yada...Picard becomes suspecious of this. Something something...the plot is expossed and the clone ends up somehow redeeming himself in the end before being killed or sacrificed or something. To go even farther, I though those creatures from Season 1 of TNG that tried to take over the Federation could be responsable.
And yes, there's a bit of William Shatner's The Return here, but hey, I dug his premise for bringing Kirk back. And I always thought some initial confrontation between Kirk and Picard over more than just eggs would have been huge.
So that's my thoughts. Not overly crazy I think.

Here is my idea since it is before Generations. Just as Kirk and probably all captains had a 'captains last orders' file in case of sudden death, Kirk could have left holographic recordings for each new captain of the Enterprise. So TNG could have had Picard go to the holodeck and communicate with Kirk just like Data was able to with his creator. It would not be every week , but once in a while. Of course Shatner would never agree to it.

I don't think it would work... TNG and TOS were two very different series, with two very different captains.
