By far, Beverly Crusher. But Dr. Pulaski was a good subtitute while Gates McFadden was on maternity leave.

Dr. Beverly Crusher was better by far. The reasons here are the evidence. Crusher has a stronger history with Picard. There is a chemistry between the two that was rough and smoothed out better. The writers appeared to struggle with Pulaski character and motives. She seemed to me to be less professional and her interactions with the other characters were very cold. Crusher was more professional, called the other characters on their motivations and seemed to have the better bedside manner. Also, I did not care for Pulaski also fearing the Transporter, trying to remind us of Dr. McCoy (this was an obvious writer's joke that for me, failed).

I chose Pulaski since I figured she'd be the underdog. I didn't mind her at all and if she had stuck with the show instead of bringing back Crusher we would have gotten to know and really like her character just as much.
Are you sure it isn't time for a colorful metaphor?

I would have to say Crusher. She was a good and courageous doctor. She also treated all the crew with dignity and respect which Pulaski at times did not do.

I've always liked Crusher better. Pulaski was okay. But I prefer Crusher.

Diane Mulder was the better actress, no question. But Doctor Crusher was the better character, by far. When I think about those times when she fought against the abuse, or misuse of medicine or medical knowledge, she definitely had a lot of passion for her profession.
For instance, that great speech she gives that female doctor who uses experimental surgery on Worf, after he became paralized from an accident. Even very early on, in the very first season, it showed. For example ...
There were 2 planets, one that became junkies and the other, the "dealer." Picard and Beverly have a discussion about how the Prime Directive applies and she tells him: "it's hard to be philosophical ... when faced with suffering."
I can't help myself. I love the Dancing Doctor! She's a sweety.

I picked Pulaski, but only because her character was so much stronger than Crusher's. I don't really like either of them but after I finished watching Season 2 I saw an episode of season 5, and thought that Crusher was just super bland compared to Pulaski. I don't like how Pulaski was mean to data, but you have to admit that she had way more life to her and stronger characteristics than Crusher ever did.
The needs of the many out weigh the needs of the few or the one.

Crusher. Pulaski getting on Worf's side with the tea drinking and all that wasn't too bad. That alone almost made me like her. Almost. It's just too bad she wasn't someone else, or a different character, maybe then it would have been better.
Point being...Crusher all the way. I'm upset that this option even exists to some people.

Pulaski was the better researcher and doctor. plus she did not have an annoying child with her all the time.

Definitely more of a fan of Crusher. Pulaski was growing on me by the time she left though. There would have been more fireworks on board if she had remained for the rest of the series. I think they were probably looking for a feisty Doctor like Dr. McCoy when they cast her.
