And killed z'aal in cold blood. Would have killed more innocents if not for dukat. He only turned because of being personally insulted by the Dominion. Sure he became a good guy, but just because he was an opportunist.

My favorite Cardassian was Garak. My favorite Star Trek villian was Dukat.

Garak of course for the reason he's truely quite the opposite of Dukat. All the way I'd after Elim choose Damar, because he's the new Cardassia even if he's now dead. Ziyal would also be a presentable Bajoran/Cardassian.

I don't think he turned just because of personal insults. I think he turned because the Dominion was trampling all over Cardassia -- and he and others, whatever their faction, are unshakably loyal to Cardassia. His conscience could not take the constant demands of acquiescence to Weyoun and the Founders, and I get the feeling that's what made him snap.

Great question.
Dukat is hilarious, infuriating, and is the best enemy in the Trek franchise, IMO. He's got to be the true answer. But not necessarily my answer...
I love Garak. Andrew G. Robinson really made the character more than the sum of his parts. But sometimes the writers seemed reluctant to explore him.
But my personal answer is Damar. I love the transition he makes from the officious martinet who kills Ziyal to self-loathing puppet dictator to born-again freedom fighter. His character exemplifies one of the great things about Trek, which is that it has no true bad guys. They're all just people in difficult situations, making difficult choices that are sometimes wrong.
I think Damar represents how we all wish we would behave. We would not wish to be as neurotic as Garak, nor as delusional as Dukat. They're all great characters, though.
