I don't think there was a back up EMH there was the Doctor and the EMH service program but Kes got them to fuse after EMH Doctor exceeded his memory

Torres attempts to reinitialize the Doctor's program, but forewarns that her efforts would restore the original E.M.H. program, causing the Doctor to in effect, be erased. As the rapidly failing Doctor becomes more and more disoriented, Kes pleads for an alternative remedy. So Torres leads the Doctor to the holodeck where they activate the Jupiter Station diagnostic program, a simulation of the place where his database was originally written, and find that the diagnostic matrix is a holographic recreation of his creator, Dr. Lewis Zimmerman.  


The back up program has no personal memory like Voyagers "Doctor"

Yes thank you. I've seen that episode. I'm not sure what point you're trying to make though. We're talking about a completely different program. At some point after the episodes Message in a Bottle a backup program of the Doctor was created, and that backup is what was Quarren found in Living Whitness. I even provided you with a quote that shows it was a backup module.

Backup copies

Unlike most computer programs, the Doctor's program was never copied or backed up. Voyager has a limited memory capacity; the Doctor's entire program uses 50 million gigaquads ("Lifesigns"). This limitation was also mentioned in "The Swarm." However, "Living Witness" depicts a future in which a backup copy does exist.

Obviously at some point after Message in a Bottle but before Living Whitness they created a backup copy. It was in a seperate storage device (like a usb storage drive) and that was what was stolen. It's no stretch of the imagination for them to create a backup copy after they saw how much they needed one in Message in a Bottle.

It was also made clear in the episode that the backup copy was a limited version, many of it's files were missing, It was not an exact copy, but a "smaller" version

I was fascinated by the ep and thought more elaboration would be needed. Like your question about the EMH. Why is starfleet so badass? There was supposed to be a limit to how fast Star Ships can travel.

Oh ok, That was in TNG. Voyager had the movable naceles, and variable warp geometry which did not damage subspace so they didn't have the warp limit.

It's likely that they figued out how to have the variable warp geometry wihout movable naceles and that is what is on the Enterprise E

I like this episode a lot. Especially the wrong version of Voyager.... Regarding only one EMH is present on Voyager: This can be a limitation in the EMH mark 1 unit installed. Remember it's brand new when Voyager leaves. It's not even supposed to run for very long time. During the first seasons The Doctor runs into a variety of problems due to his "program". This is not the only odd thing about the EMH. Why does The Doctor need a physical tricorder? He's got e.g. optical sensors built in.

I imagine that building a tricorder into him would take up even MORE space, make the program even MORE complex. Thus harder to fix if need be

Let me try to explain it to you There's the regular voyager timeline, they're going along and someone comes aboard and steals the doctor's backup program. It's this BACKUP PROGRAM that was activated 700 years later. It was not lazy writing, you just misunderstood what was happening
