Why wasnt the character of Tom Paris made to be Nicholas Lacarno instead?

I was watching the TNG episode "the first duty" and I wondered why when they made voyager.  Why didnt they use Nicholas Lacarno instead of Tom Paris?  There would have been no effect on the development of the character.  


 


Lacarno was an excellent pilot just like Paris was.  He got in trouble with starfleet for lying about the accident and all that stuff.  It was basically the same character with a different name.  


 


It would have been a nice connection to TNG if the writers of voyager did this.

I once read somewhere that they were originally planning on using Locarno instead of Tom Paris, but they had to scrap that idea because of various legal issues. Instead they created the character Tom Paris. Tom's personality and background was based off of Locarno's.

I originally thought it was because Locarno was expelled from the Academy, but I guess that wouldn't matter since he was Maquis.
I think it would have been good, the background of his 'troubled' Starfleet Academy days and being drummed out. It would have made for some interesting character development.

Legal issues? Star Trek is all one company basically. Its not like they cant use a character if they want to.

What I've read or heard, the original plan was to have Nick Locarno as one of the main characters of Voyager.


There are two stories why it never happened. The first is that there were some legal issues involved, that every time Nick Locarno appeared in an episode, Paramount would have to pay a sum of $ to the guy who wrote the story for the TNG episode in which Locarno appeared.


The other is that  they were actually planning to use Locarno as a main character but changed their minds because they found Locarno too arrogant and without remorse for the accident he was expelled for and that the accident itself was too severe. The risk was that Locarno would be instantly disliked by the fans. So they created the character Tom Paris instead, made him more acceptable and came up with a similar but somewhat more forgiveable accident story.


My opinion is that they should have come up with a somewhat another background story. They should have skipped the all too similar accident thing and came up with something different for Paris to be expelled for. Then they could have kept the Maquis story.


By the way, in which story was Admiral Paris introduced if it wasn't in "Caretaker"?

In any case, Tom Paris was a good character anyway. Along with the Doctor, he was the best VOY character.

Here's the answer. T' Pol was going to be T' Pau but this was changed for the same reason.

It would have been amazing if tom's character would have been Nick instead but they just wouldn't fork over the money to do it

Tom Paris and Nick Locarno have very different underlying character traits. Nick locarno did something illegal and then had no remorse about it, and he had no problem convincing other sto lie about it as well.

Tom was doing something routine and had an accident. He was scared and lied about it, but eventually felt so guilty that he confessed

Those are two completely different people

Tom Paris IS the same cadet from nova squadron in TNG!


No they are not the same character, as has been pointed out by several other people on this thread.

i read about that as well, but i am glad that they didn't persue that road as T'Pau, as she just wouldn't have fit into the role that T'Pol had.


Here is another one, I had heard once that they had planned on Ro Laren being the commander of the Maquis ship instead of Chakotay (or at the least have her on the ship), but the actress that played her in TNG was not interested in the part.

Thats interesting about T'Pau/T'Pol...
...heres one that pretty much everyone knows, but I'm gonna say it anyways - Ro Larren was once considered to take the role of Kira Nerys.
