Do you think VOY's "Jetrel" episode was similar to DS9's "Duet"?

In both episodes, it was primarily a two person show, with some kind of murderer(Jetrel and Gul Dar'heel/Maritza) and the native(Neelix and Kira). Sure the murderers goals were way different, but in both cases they were trying to do something honorable.
