Let's face it..The Earth is being visited by unknown aliens, Washington has  called on a Star Trek actor who played a Captain to represent Earth and negotiate friendship with the aliens, who would you pick ? any actor who played a captain from any TV series or movies !

Shatner. His Kirk character represented humanity the best. Picard, Janeway, and Sisko were all too arrogant and preachy and do not represent what humanity is truly like. Bakula no. Sulu is just Kirk-light, and PineKirk is too young and impulsive at this juncture.

If we're talking about characters, it has to be Picard.  Kirk would have sex with the most attractive of the alien visitors and cause an interstellar incident.

If we're talking actors, George Takei might be my dark horse candidate.  He's always been well spoken, and really embodies Gene Roddenberry's optimistic take on humanity.

Picard. Refined and an excellent diplomat.

What about Leonard Nimoy? He is very articulate and years of playing a vulcan might bring a better understanding to speaking to an alien species.

As it comes to characters, the answer is almost obviously Picard, who has always been depicted as the most diplomatic character.

I'm 'fraid I don't know enough about the actors to answer that, though.

It has to be Picard. He was the best diplomat.
Actors, I'm not so sure about, but I'll still go with Patrick Stewart for his experience playing Picard.
